This means asking difficult questions about power, funding pressures, institutional habits, and the gap between rhetoric and practice.
Anab Mohamed is a practitioner and researcher with over a decade of experience across international development, public health, and nonprofit capacity building. Her work spans gender-responsive program design, utilization-focused evaluation, workshop facilitation, and organizational learning.
She has supported organizations including Plan International, the California Department of Public Health, Root Change, and the Community Foundation for Monterey County. Her field experience includes work in Sudan and the Horn of Africa, and her analysis has appeared in Middle East Eye and other outlets.
Her earlier research on the ethics of global health research partnerships—examining the obligations of clinical research sponsors from high-income countries to low- and middle-income host communities—informs the practice's attention to equitable engagement and the structural dynamics of North-South collaboration.

ASCRP Expo 2017. Presented analysis of ethical debates on HIC sponsor obligations, including frameworks of reasonable availability, fair benefits, and health justice in the conduct of international clinical research.
Pathways Consulting is currently developing a diagnostic framework to help organizations examine how closely their strategies, programs, and decision-making align with community-defined realities and priorities.
The tool invites organizations into a deeper process of reflection, analysis, and transformation. Rather than treating localization as a compliance requirement or partnership checklist, it asks a central question:
To what extent are organizations aligned with community-defined realities and priorities?
Grounded in a "localizing from the ground up" approach, the tool helps organizations identify where their practices may be extractive, performative, partially aligned, or genuinely community-centered.
The framework is under active development and is being integrated into select evaluation and organizational assessment engagements. Pathways Consulting welcomes conversations with organizations interested in piloting or contributing to its refinement.
